This came up on another forum and curiosity has gotten me - spreading the search a little wider. Anybody know where these came from and if they are still made/sold? One commenter thought that they used to be sold at K-mart, and a couple folks had them on boats but didn't know where they had come from and could not find them to add/replace.

I don't quite understand how they work, but I suspect the bottom piece swings out to catch the bottom of the rod handle.
 
Kmart sells Scotty brand rod holders and they make their ‘sidewinder’ model which looks similar to what you posted. They also sell just a wire formed one that works on the same principle - simple gunnel mount, loop on one end for the rod butt & support for rod handle on the other, angled up.
