Just found this, one of the best, concise articles (with pictures) I've read about how and why stainless steels react with aluminum; ruining or blistering any painted aluminum finish.

This is why I preach all the time - insulate your SS fasteners and hardware from the tin boat.

I’d drill ‘em out & put nylon washers under them. Bring the boat near me, cold beer ... and I’ll help, haha!
