I have used marine sealant to laminate foam board. Not the cheapest stuff but I always have some leftover that hardens if not used up in time.

If you're talking about 3M 5200, you can keep it from hardening by sticking it in the freezer after opened. I use a screw/nail to replace the cap (like you would with a tube of calking). I get as much air out of the tube as I can, cap it with a nail, tape it good, then stick it in a ziploc bag and then into the freezer. I've had 5200 last well over a year with this method.
 
You can buy a cartage that goes in a caulk gun of Foam board adhesive.
 
Regular liquid nails will dissolve the foam. Liquid nails for foam works. There are lots of manufacturers whot make the same stuff in caulking tubes under different names. Check out the caulk aisle at your local hardware store.
