Lowe 1852 with 25hp?

Anyone running the Lowe 1852 with a 25 horse? We have a horsepower restricted lake here. I see Lowe claims 28mph. https://cms.geteminleads.com/DBfiles/mediavault/othermedia/file/22246.pdf

Possibly with one person on it. If it's a couple of you and some equipment, I would say less.

I would say downstream with a big tail wind and most likely fudging the specs at that.
