Really simple to set one of those up. You just need a set of throttle cables, that fit the motor. On some of the smaller motors, these don't exist, but for most they do. The control box will mount on the starboard side of the seat, and the cables run back, and hook up to the motor just as they would on a boat with steering wheel. Then, you get a stick steering setup, which will consist of a push pull cable attached to the steering lever. On most of these, the cable is replaceable, and just the cable is often around 30 bucks, so it you end up getting the wrong length (provided you are buying a used stick steering setup), you can get the correct one. This cable will attach either to the transom, or motor mount, depending on what motor you are using, and then will attach to the small steer rod at the front of the motor. What motor are you thinking about using? There are some that don't accept that setup.
