Changing the Transom and What is this thing?

I found out this 12' Aluminum boat is made by K Craft with I am guessing is an old Kmart Boat.

The first question is in regards to replacing the Transom. I circled in the photo, two rivets. Should I replace those with bolts? The other question is in the picture I have arrows pointed at it saying "what is this" does anyone know what this is for?

new rivets and bolts always a good thing when you are replacing, your are already there why not?

No clue. It isn't important. I would leave it off. Something may have been mounted there. It doesn't affect the strength of the transom either way though.
 
When I replace any thing on a boat I use stainless hardware. I also will take a holesaw to some scrap aluminum and make washers with it.
1 1/2 or 2" washers 1/8 thick work good for new transom bolts.

It goes all the way through like the rivets. I was thinking it might be for the anchor, but the round piece is too small to hold rope.
