Transom trouble

Hey guys Im in a real toughy. I just bought a 1982 Monarch 1542 from my brother. He had a johnson jet-drive 25 on there and I am trying to put my 25 HP SHORT SHAFT Mercury on there. The problem is, the transom is a 20'' transom, the kind that is higher than the boat. My question is, is there anyway that the transom can be shaved down about 4 inches? I was thinking about making the transom the same height as the boat or an inch or two shorter , somewhere around 16''. Is this going to be possible to shorten my transom?, it seems possible, I just want to know if there are going to be any problems because of doing so. Thanks

Or you can buy an outboard motor bracket and mount it lower on the outside of the transom.

Yeah I think it will be best to buy one of those motor shaft conversion kits. I was thinking of making a bracket to lower the motor but now am doubting that because my motor would be almost sitting in the water.
