If the transom wood looks wet and won't dry out or if the wood is falling apart. Also if you're starting to get flex out of the wood. Post a picture and we should be able to help you.
 
Here are a couple of picks . The wood is very solid and the bolts and nuts are all in good shape.This is a 1972 Polar Craft that came with a 1984 40hp evenrude and a 1973 shoreline trailer that is in excellent shape.All for $200.This is my project boat.

If that is steel on your boat,get it out quickly.It causes corrosion and leaks.Use only stainless steel hardware and seal it with 3M 5200 marine sealant.
 
It looks like the transom wood is the original. If it is I would replace it while its early in the project. Sounds like a great deal though.
