motor doesnt seem to have power

i have a 1650 alumacraft all-weld with a 35hp, (max rated hp) For some reason 60% of the time my boat doesnt have much more than half of its power. The clutch dog was bad on my motor so i got a new lower unit and put it on yesterday... same problem. My prop is roughed but far from shot. The motor runs and idles fine, other than maybe a high speed jet i noticed today that my cavitation plate sits about 2" lower than my hull witch suprises me being this is a new boat. Could this be my problem? IF so any ideas on how to raise my transom while keeping it looking good? I was thinking maybe a mini fixed height jack plate rated for a 35 anyone use these with luck?
 
sounds like you might have the same problem I had.. wrong sized pitch on the prop. I dropped from a 9x10 to a 9x9 (for heavier loads) and it made a big difference
