Getting bottom cowling off or lowered on 86 Mercury 75HP?

I've gotten most of the cowlings off the motor so I can clean the mud dobber mud off and get at the spark plugs except for the lowercowling. It is loose and wiggling around, but I can't see how to remove it or lower it another few inches.

I need to get this bottom cowling lowered so I can get at spark plug #4 and finish a compression test of the engine. If anyone has any suggestions or tricks, I would greatly appreciate the help/advice.
 
I had a '84 and thought I would try to pull of this part, but I ended up not being able to figure it out (in my short lived attention span) and moved on to something else. I remember this being tough to "figure out!" I was attempting to disconnect the throttle linkage I believe. Good luck!
