Force 40hp - takes long time for idle to drop

With any 2 stroke, an engine that takes a long time to return to idle or hunts at idle is normally an indicator of a lean condition. You might want to start with simply cleaning the carb(s) and see if the problem is still present.

I don't see where anyone said that was normal for that motor? My Force outboards do not do that. Try taking apart the carb and getting every nook and cranny.
 
Disconnect your control cable and operate the excellorator by hand. Be sure the timer base is in it's starting position and returns fully to it's starting position when you go back to idle.
