my tag on my motor says BIA horsepower 17 and ISO STD horsepower 25. what does this mean? thanks in advance...

THANKS....HOW COME THEY HAVE DIFFERENT HP RATINGS FOR MY MOTOR? I ASSUME THEY DO FOR ALL MOTORS.
 
If i'm not mistaken one measures from the motor one from the prop.
