Have a 1987 9.9 evinrude motor starts up and runs good then runs out of fuel had to keep pumping the bulb to get it back to the boat ramp so I bought a new tank and hose assy took it out again does the same thing. any advice
 
is it hard to change and is it on the side of the engine with the metal thumb screw in the middle of it and 4 small screws hold it on ?
 
Yup, sounds like fuel pump....ask me....I know.

I just rebuilt the fuel pump on my 6hp Johnson (1974), with a kit I got from Amazon (Sierra).....$12 or so...a new pump is about $75.....rebuild was easy with the instructions from the below webpage:
