i have a 2006 yamaha 15hp 4 stroke tiller stear and its a short shaft, i am wanting to know if there is a kit that i can buy that turns it into a long shaft motor
 
You can sell it to me, ha-ha.

It seems like it would be less cost effective to spend the money on converting it than it would be to sell the short shaft and buy a new long shaft. I'm pretty sure a whole lower unit assembly would not be that cheap, if it's even that cut and dry to swap.
 
For my 25yo Nissan 15HP 2-stroke it would require (4) parts and $625:
WATER PIPE $13.53
DRIVE SHAFT $221.90
DRIVE SHAFT HOUSING $373.20
CAM ROD $15.95
