I have a 1961 18 HP Johnson Seahorse. I have noticed a fair amount of fuel dripping from a weep hole in the back of the lower unit. I don't think it's unit oil because it smells like gas. I'm new to outboards. Is this just unused fuel/oil that isn;t being burned?

What you are seeing is unburned fuel/oil. That is pretty normal. A cold running engine, one that has been idled for an extended time prior to shut off, and one that is overly rich at idle will produce more than normal amounts.
