1985 Evinrude 20 hp, stuck in "up" position

I just picked up a boat with a 1985 Evinrude 20 hp. The motor is in the "up" position so that the prop would be out of the water. I'm trying to figure out how to put it into the "down" position. There is a little lever that is supposed to release it so that I can put it down, but when I release the lever I'm not able to move the motor. Am I missing something? This is my first gas outboard motor.
 
Congrats on the new motor. Yea, that tilt release got me a time or two, LOL.

Be sure to run it on 50:1 fuel mix, even if there's a label that says 100:1.
OMC changed the requirement back to 50:1.

I'm kind of anal at times but I try to keep it up high enough to clear the driveway dip. I also use a transom saver on both of my boats. Better safe than sorry IMO.
