Before I buy a new motor, would I see a big difference between a 25 HP Evinrude 2 stroke and my 9.9 Evinrude 2 stroke with a 15 HP carb? I know theres a 10 hp difference, but I think the 9.9 would weigh a lot less. The boat is a 1468 Polar Kraft with an aluminum floor. Thanks Todd

Big difference! The weight may only be 50lbs or so, but the hp difference is more than double!

Also the more weight you add to the boat over time the more you notice a difference. What I mean here and these numbers are just for example I don't know how fast your boat would actually be going. 9.9 with just you, 17mph, add one person, 12mph, add two, maybe 8-9mph. 25 with you, 25mph, add one, 23mph, add two 19mph. Like I said these are just "for example" but I know which motor I would want if that storm cloud  sneaked up on me and I wanted to get off the water.
