Was wondering if there's a air mixture screw adjustment on the carbs. I see there's a screw in the front of the carbs but it looks like its more of a plug for the low speed jet. I've cleaned the carbs but my idle is still all over the place
 
I believe you have a fixed orifice jet behind that plug/screw you are talking about. It probably needs cleaned is all. Then put back in and lightly seated : ) So there is no adjustment to be made, just clean it well. If there is anything in that jet your idle will be screwed up.
 
That's what I was thinking. I am a boat mechanic by trade but honestly don't get many older outboards mostly merc stern drives
 
I'm just a backyard mechanic....lol. But all I have worked on is the older johnson's, all pre 94'
