I just bought a 1999 5hp evinrude 4 stroke that looks brand new and only has 30 hours on it. It pumps water VERY strong and starts effortlessly. I noticed that after running it for about 15 minutes, the top of the cowling gets warm. Not scalding hot, but warm enough that you don't want to put your hand on it for very long. It was 80 degrees and sunny when this happened. Is this normal, should the cowling feel warm after running the motor.

Warm yes.....scalding hot no. Some of it had to be due to the sun and 80 degree temp I would imagine. But hot to the point you couldn't keep your hand on it does not sound right. Do you have sensitive skin maybe?

Usually (with 2 strokes) you can put your hand directly on the block of the motor for a second or two before having to remove it. Similar to what you explained with you cowling. But 4 strokes I know very little about so maybe they run much hotter?
