Throttle link to choke bell crank?

I have a 77 model evinrude 35 that has a link on the carb from the throttle to choke bellcrank. When advancing the throttle the choke bellcrank doesn't move just seems like there is a lot of slacking this linkage. Is this normal? Engine runs good but doesn't seem to quite open all the way up seems it should run at higher rpm than it does with throttle wide open and in gear and was wondering if this could be the culprit? Thanks
 
Take off your air box cover (if it has it on still), put the motor in gear (while off), twist the throttle all the way and look at the butterfly in the carb. It should be almost perfectly parallel at WOT if it is adjusted properly. You don't want it to go beyond parallel though and it is best if it stops just shy of parallel. These linkages do develop slop and play in them over the years and require adjusting or replacing the plastic clips that the links connect into.
 
could be your throttle cam too i think, look at the little (2) marks on your throttle cam ,twist your throttle and if your throttle valve just starts to open when the roller is right between the marks then its not that. if so theres a little screw you can loosen where your throttle arm and cam follower(little roller) are linked to adjust it.
