Found an ob on CL owner said it will run only if you spray starting fluid into carb said receive motor on trade and never used it. My question is if compression is good would the ob more than likely run well after carb rebuild.
 
it's possible, but spraying starting fluid into a 2 cycle engine can do damage to the pistons... ether based starting fluids are very dangerous for 2 strokes because of the lack of lubricant.

It may just need a tune up (plugs, carb kit, condenser points, etc)... Depending on the sale price of the motor, it's best to find out if it's actually work fixing compared to the value it's actually worth. You might touch base with some local mechanics to give you an estimate
 
For the most part..........unless you are knowledgeable on outboards and in particular on the brand of outboard you are looking at (not mentioned by the way) there is no good way to point you based on the information or lack thereof that you provided.
Compression, ignition, carburetion, cooling, gearcase seal integrity and overall wear and finish are all things that play an important part in making a decision whether or not to purchase an engine. Even more so when parts of the above systems are non-functional.....how much will it cost to bring the engine back into reliable service?
If you are not knowledgeable and capable of sorting through these systems then maybe the best thing for you to do is to find one that can be demonstrated as operational.
 
Thanks for the replies. It was a Johnson 10 hp. Older than I was looking for so decided to pass.
