Looks like a 1973-1976 Evinrude 4hp or 6hp

Showed my dad (outboard mechanic for 20 years, but been out of the business for nearly 20 years), he is thinking Johnson/Evinrude 5.5 or 7.5 due to location and design of recoil starter.
