1977 evinrude 55hp weak/no spark

I have a 1977 model 55 horse outboard. Has weak spark on #1 and no spark on #2. I ran through the stator and timer test from a cdi ignition troubleshooting book. The dva tests fine on the brown to engine ground and white/black to white/black. Both of those readings are fine. The timer bases ohm is 26 where the spec is 10-20. My biggest concern is with the white/black connected to power pack I'm only getting .2v dva from white/black to ground when I should have 150v. I'm thinking the power pack is bad but looking for a second opinion. Is there any resistance tests for the pack itself?

There should be an output test on the primary wires to the coils. They should be the orange wires. Usually Orange/blue, orange, and orange/green. You should just have two of these, not three.
