am looking to buy an 1986/1987 evenrude 9.9 from a guy , said hasent ran in eight years ,was going to do a compression test , but motor would not turn in nutral , is motor seized ????? he is asking 400.00 can probably get it for less , should i run the other way , or make an offer , thx.

Offer a 100.00, can buy running ones for that money, put some marvel oil or transmission fluid in the cylinders for a few days, free it up.
