I have a new short shaft Tohatsu that I would like to put on my 14' Gregor that has a long shaft transom. This puts the ventilation plate about 2" above the bottom of the boat. Do you think this would be OK?

Nope, won't work well at all. You will be lucky to get the prop to hook up above about 1/3 throttle.

If you are certain that you will use that motor with that boat, then get (or have a marine shop) get the kit to turn the short shaft into a long shaft.
