ok Im new to boat rebuilds and just got a 16 ft boat with a 40 hp mercury, question is this boat has been sitting for 4 years what should I do before I try and start this motor ?

Pull the spark plugs and spray fogging oil in each cylinder then spray fogging oil in through the carb/s and slowly turn the motor over. Once this is done you can put the plugs back in and see if the motor will pop by spraying fuel oil mix in the carb/s and try to start the motor. If it doesn't pop you might have electrical issues, if it does pop great. Next hook up the fuel tank with new gas and the proper oil mix and put the motor in a tank of water or on a hose and fire it up. Just be sure you can shut it down fast if needed.
 
Should check lower unit to be sure it still has lube in it too, just in case. Watch once its running that water is circulating through cooling system and once decision is made to continue preventative maintenance, expect a water pump impeller to be at top of list. Fresh plugs if any doubt as to condition of existing and check old gap to compare with motor specs gap found through research. note plug color(s)at electrodes on removal before re installing just for future reference.
