I have a 1994 merc 40 hp 2 cycle with electric start. Once in a while the starter fails to engage the flywheel, just spins. Is this indicating a new starter? Can one of these be rebuilt? Any fixes that can be done by myself?

Clean all the connections too. Sometimes the starter is grounded through its mounts. ALL the connections in the electrical 'path' need to be free of crud. Follow all the connections, positive from the battery and negative back to the battery.
