It runs. It has been used in saltwater. 'IF' the screws and bolts are not corroded, and 'IF' the compression is reasonable, is it worth 400 bucks to bring it home and replace the water pump and maybe seals?

IMO The value of a motor is greatly affected by condition and brand/model, but you'll need to compare it to similar motors in your area as prices can vary quite a bit just by the area of the country they are sold in. Try checking craigslist etc to find what similar motors are selling for in your area.
 
In this area, a mile from the gulf and santa rosa sound, motors are like gold. For 400 bucks it would be a rebuild project. I took a look at it and found way too much corrosion. I didn't think I could pull all the nuts, bolts, and screws without out snapping some off. So I'd hate to see what it looks like inside! I passed.
