I have a new to me 89 Merc 25. On the carb, there is a primer assembly. When you pull out the choke, it sends some gas into the motor to help start. On mine, there is a small port on the side of the primer housing. When you push the primer back in, fuel squirts out the port on the side. I am thinking there is a hole in the diaphragm.
