Few weeks ago out on the water the motor died it sounded like it wanted to start, but just couldn't turn all the way over. Fast forward to new plugs and the boat starts/idles fine. (with the exception of some cold mornings it takes a little tlc). However, once out on the water, the motor doesn't want to top out past 2800rpms, and it just falls flat...no speed or power at WOT.

Motor is a 98 force 40hp 2-stroke. I pulled the plugs and tested for spark and only get spark on the bottom cylinder, i'm assuming that cylinder 2. Just looking for some troubleshooting steps to try and get some life back in the top cylinder.

Compression tests all check out fine

Take a look at this link for a pretty good step-by-step troubleshooting guide for electrical problems:

Good luck!

I would suspect a bad coil. Check for voltage at the input side of the coil when turning the engine over if there is input voltage then the coil is probably bad. if there is no input voltage to the coil the trigger is probably the cause . being a Force they were notorious for trigger issues. In my honest opinion the best thing to do with a force outboard when it gives you problems is to unbolt it from the back of your boat and let it sink to the bottom haha. They are just finiky and were bought and sold by so many companies in the past that they are getting real tough to get parts for .
