I have a 1996 Johnson 40 hp (28 jet) which has a bit of stumble off idle (seems to be running rich, lots of fuel smoke).
It runs well enough at top end, but it just takes a while to get there and to smooth out.

I'm not real familiar with outboard carb adjustment.
Any recommended baseline settings for this model?

So, I'll answer my own post...
The fuel pump diaphragm was bad causing all kinds of problems.
While I had everything apart, I replaced the 40 carbs with 50s and installed Boyesen reeds. Runs very well now.
Baseline setting for the fuel screws is 2.5-3.5 turns out.
