Have a 25hp 1996 Johnson. J25RMEDC. Steering is a bit loose, so I tried tightening the bolt under the cowl but seems to have kind of bottomed out and still not tight enough. Is there a friction block or something I need to change?
 
The steering friction is not under the cowl.

I have a 1975 25hp evinrude doing the same thing. Tried adjusting the tension and didn’t make any difference. Looks like it would be a pain to take apart does anyone have any experience fixing this issue? Sorry I can’t help
 
thank you gypsy400. i see there is a bolt and a friction block, block must be worn. is that hard to change?

I've never had to on an omc motor.. and I have motors from 1971
