Is the max hp rating driven by weight òf the motor or possible torque/pressure on the transom?

A new 15 hp is probably going to weight more than a 1950s 15hp.

What would a 1954 15hp motor weigh? My 1954 feathercraft is supposedly 15hp max. No data plate.

A 15hp 2 stroke is likely 60-80lbs, depending on options and shaft length.

That boat looks pretty sturdy for just 15hp. Looks like it would handle a 25 just fine, probably more. Does it have a 20" transom?
 
FYI, stability of the hull is also a factor in the rated horsepower. And for info a 1994 Evinrude short-leg 15hp weighs 72 and add up to 10 more for longer shaft or a few more for electric start.

I agree also, with those 3 knees in the stern and those corner braces, that stern looks robust.
 
If you are looking for a period correct 1954 engine you are limited but lucky as well. There was a 25hp available in 1954 and these engines are good runners and reliable if maintained.
As far as wondering if a 25hp is too much? They do have this amazing feature on them called a throttle! :D
