Drain plug and vent screws painted over

Hi all. New member here. I recently purchased a used motor and I can't get the drain and vent screws off it's been paint over pretty thick what can I do.want to change the oil.
 
use your screwdriver to scrape the paint out of the slot in the drain plugs.
use a knife, dental pick, something to scrape the paint off around the screw that has it glued to the surroundings.
Make sure you turn the plug with a screwdriver that fits the screw slot perfectly so you don't mess up the slot.
If a regular screwdriver can't do it, an impact screwdriver will.
 
Picture would help, but ya, I'd just scrape it off with something and make sure you don't strip the screw due to paint being in the slot.

You could try spraying some paint remover on it to help if needed.

Thanks everyone. Sorry for incomplete post. It's a Johnson. Not sure of the year or really what hp. It came with the boat but has a horrible paint job on it so I can't see serial and model number.
I got them out using the methods from answers
 
Also I used the search but couldn't really find a good tutorial on painting the hood and all the lower unit. Maybe I can be pointed to a good thread for it
