Ask the seller to run the motor for you.Make sure it's a cold start.Cold starting will let you know if there will be problems.As far as the title,if your state doesn't require it don't worry about it.However,a title can help resale if you ever need to sale it.A title also helps if you live close to,or fish in another state.It maybe required in other states you may fish in.
Good deal, even for a non runner, if it is easily repairable.
