What is the shortest height I can get away with? I want it to double as a step to my front deck.
 
Here's where I'm at. Was going to build a livewell insulated of course. Appr 30 inches wide and 12 inches wide the other way. Wanted to use it for a step but I'm afraid 10 inches high will be too shallow. I can go wider on the well either way or both ways if needed but the weight of water is a factor. The front deck height is 16".

have you not explored the option of just making it the same
height as the deck and including it in the flush deck design ?

do you have mobility issues that you can not step up 16" ?

how about incorporating the live well into the deck then build a dry locker
the size step you need. you can never have enough dry storage.
