Where should the lean rich setting be? I have a small outboard and am not sure where I should set the lean/rich. The motor runs fine and there is not a noticeable difference no matter what the setting. I think the difference would be in fuel mileage. thanks

It adjusts the fuel/air mixture in the carb. The difference sometimes takes a full minute to show, so adjust it, then let it run a bit. Set it to where the motor runs well, and leave it. When the temperature drastically changes, or you experience a drastic change in altitude, you will likely need to move it a bit more to get the motor running correctly again.
