There seems to be an "eye" on one of my outboard securing clamps...

Would this be for "bolting" the motor to the transom?

It is merely a 7.5 hp motor, and I think with a few good muscle man turns I could secure the motor properly to my transom...

And I would like to avoid any more holes through the wood, and the hull itself...

looking for opinions and insight.

I don't know what the eye is for but I'm pretty sure you could turn the clamp tight enough to hold the motor just fine. I tighten the ones on my 25 horse and every other outboard I've ever owned just fine and have never had one let go prematurely. I'm not saying you shouldn't bolt your motor down, because it would be more secure for operation and as an anti theft deterrent if it were bolted.
 
So where could one attach the other side of said safety cable?

Sounds dumb, but I dont see alot of places I could secure the other end that would not be in the way...
 
A lot of times they were attached to the boat with a bracket that was added to the transom. I have seen many older wood boats that had eyelets through the corner of the transom.
