Mercury 25hp has power but doesn't turn over

Hi guys, I only got this boat last year and still learning things about it. Today i tried to get the boat started up for the first time this year but it doesn't seem to be turning over. It just makes a buzzing noise when i turn the key.

What can cause this?

EDIT: I'm now on a computer and was able to do some better searching. It seems like my starter is not engaging with the flywheel when i try to start, so I will go from there.

Yeah, the starter has a clutch on it, it's likely bad. Sometime spraying it with some lubricant will help, but it's probably due for a rebuild. If it can be rebuilt which I'm not sure.
