Not a good idea, even if in gear. High revs in neutral to blow out the top bearings, or at least I’ve seen it do so on bigger OBs.

You’re always best to do this in the water, to add the exhaust backpressure. Less momemtary & not mich higher, I‘d limit in-gear revs to 1,200 on muffs. In fact I only use muffs to confirm, yup ... she’ll start. I’d never diagnose a motor from muff running.

Did you ever try the Seafoam in the fuel mix regimen I had suggested?
 
I have not done that yet. Maybe tomorrow. This is going to take a lot of trips to the lake. I guess I should give the carb a better cleaning before I go again. But then I won't know if it was the seafoam or the cleaning. I mean if it works...if not I might have to find a used carb. And probably start the process over again.
