Painting aluminum boat bottom

Should these white spots be an issue to paint over? Thoughts would be appreciated.

Do they come off easily ?? If so then they will lift and take the paint with it. If they are attached then just a scuff to ruff the surface and paint.

They seem to be deep. I've had to take a wire wheel with some effort to remove them. Didn't know if it was something to worry about or not. Thanks for the reply
 
I'd take a DA to it with some 80 grit. If they come off, they come off. If not prime and paint.
 
Sand were needed just in case then etching primer, primer and top coat.
