Once you get the bolt started, apply a liberal glob of 5200 underneath the head before you tighten it down. It forms it's own gasket and you can wipe off the excess or trim it after it dries.
 
use pressure treated. or some kind of marine plywood. i used two pieces of 3/4" treated on my 16.5 footer. and i sandwhiched it together with guerilla wood glue from both sides with drywall screws and i have a 50hp on mine. it is more sturdy then the factroy one with a tiny little motor i had on there. good luck bud. let us know what you find
