i blew my 1969 johnson 25hp short shaft last weekend. both pistons look good through the plug holes, all gears seem to be good. a friend thinks i just spun a top bearing. he said crank, rods and pistons are fine. motor is very clean and ran great with lots of power until this other than i had to hold it in reverse or it would pop out but i think that is just an adjustment not sure.

is it worth fixing at the going labor rates? if not is it worth anything for parts? if so how much?

The only way it would be worth fixing is if you were able to find the needed parts and do the labor yourself.
You take that outboard to a mechanic and $100 an hour is going to add up fast.
Doesn't sound like there is much money to be made in parts. Might get $50 for it or you might be able to make double that by parting it out on ebay.
