It's definitely a 15" transom, and the motor is a 1963 Johnson 28hp Model RX-11A. Huge for a 28 hp. Thanks for the input.Just another quick thought...It might be worthwhile to measure your transom and the '98 Johnson for compatible sizes. It's hard for me to tell the length of the shaft from the pic, but if the boat is dated correctly, it's going to be a short shaft transom. The 20" boat wasn't released until 1958. ...the current 40 hanging on it now looks to be a short shaft, too.
*If you would like to nail down the production year for sure, post up the serial found stamped in the spine of the lower center transom knee brace. I have a copy of the factory paperwork for the old stuff and can date it with accuracy.
