Just wondering if anyone has done this swap - I see kits online that include the carb and a prop. When I look at the Mercury parts catalogue the 20 hp carb is no longer available. So I assume the kits being sold are based on a aftermarket carb. Or is it possible to just change the jets in the 15 hp carb - when I look at the Merc parts diag it seems only the jets are different.

It has been my experience that carb swaps for increased HP are only beneficial on 2 stroke motors ... No benefits to 4 stroke motors that I have seen or heard of ..
You will have to see if the 15hp and the 20hp share the same block, pistons and crank etc. ( I doubt they do) from there you can dream if the 15 can become 20. It's not like the old Johnny rudes that a 20 can become a 30
