40hp Evinrude starved for fuel

UPDATE:
I took both carbs and the intake out and cleaned them top to bottom with carb cleaner and the air compressor. Nothing looked extremely dirty or out of order so I decided to hold off on my rebuild kits. Other than the broken primer nipple, everything looked and went back together perfect. I also replaced the fuel line, primer bulb and fuel line connector just because mine was extremely dirty and all components were faded and very "worn" looking. Also, it was cheap and easy. Saturday morning I took the boat out for some "motor testing" and the motor fired up a little rough but right past the docks it fired up to WOT and top speed with no bogging. The rest of the day was spent fishing and running to and from spots with no issues! Thanks to everyones inputs and help!
