How to pull a gear

Can anyone tell me how to pull the gear that's in the tiller arm of a 76 9.9 Evinrude? I need to pull the gear for the throttle from the shaft. I looked for a set scew, but couldn't find it. I don't want to bust anything. Thanks Todd

i believe there is a c-clip on it....i will go check the old one i took off my 9.9....will respond shortly
