I recently purchased a 1997 18 foot Polar Kraft jon boat. I plan on outfitting it for rock fishing and would like to add a trolling motor. The problem i have is the front deck sits below the gunnel and does not allow a trolling motor to be mount. Please help with some ideals or OEM bracket I can purchase to complete this task.

I have a trolling motor mount that came off of my Lowe 16 that I have no use for. If it will help your project and you will pay shipping, it is yours. It is 7 x 21 (longest point) by about 5 inches high. The height can be adjusted up another couple of inches

If you don't get the one listed by richg99, take a look at how Tracker made their raised TM mount.
I'm sure it would be pretty easy to make one.
I don't have the raised mount on mine, but I'm sure there are others on here that have them and would provide pics. and info. if you can't find one to look at.
