I am reading this (according to an online site https://www.marineengine.com/manuals/evinrude/#e25hp) as:

T = Tracker (that is what I have)
E = Evinrude ((correct again)

25 = 25 hp

E = Electric start (Correct)
L = Long shaft (correct)

C= 8
F= 9

R = Model run or suffix

So, I am reading this as an "Tracker, Evinrude, 25 hp, electric start made in 1989, factory run "R"

Almost right except the letter "F" is not an "F" but most likely an "E".
OMC uses the 10 letter word "INTRODUCES" as a code for the year of their outboards. The letter "I" is 1, "N" is 2, etc....etc The last letter "S" is 0.
I don't know if the second "E" is for Evinrude but it probably is.
The last letter really doesn't pertain to anything as pretty much you stated.
Basically what you have is a 1989 OMC 25hp longshaft, electric start, outboard motor.
