Yamaha C50 trim/tilt problems

I have a 2000' C50 yamaha that tilts up fine but won't tilt down unless engine is warmed up. I'm thinking It's just a relay problem. just wanted to get a second opinion. Thanks

While I have never done this....what I've read said to swap the two relays. If the problem moves to the up /vs/ down side,....then you know it is the relay.
